Pro tip! to follow this guide, you will need 'User administration' permissions

Log in as an administrator with 'User administration' permissions

Click "Manage users/groups"
Click "Manage hierarchy"

Choose the group(s) that should become access 'Requester's. In this example, we will use the "Downloaders" group. 

Click the "Role picker" field and type the Group name you would like to request approval for media uploads and media access. In this example we will use the Downloaders group

Now we need to choose the group that you wish to become access 'Approvers'. In this example, we will use the "Internal Staff" group. 

Now we can select the type of relationship that we wish to create, one to approve access to existing media, or one to approve new media uploaded to the site.

Alert! "Approve new media" relationships are unavailable without first creating custom ACLs
