Tap "My Maps" in the bottom navigation menu.

To create a Map from the My Maps screen, tap the "+" icon at the upper right

Enter a name for your Map, select the State, then tap "Save":

Once your map is created, you will need to add features (e.g. boundaries, points, lines, shapes) following the steps outlined here:
