In the Google ads manager account, select the clients whose access you want to give.

Click on TOOLS AND SETTINGS. Under the Setup section, click on Access and security. Click "Access and security"

Click on the "+" sign to add the email address. 

Select the Admin in the access level section.
Then scroll down and click on Send Invitation.
