Open up your Google Form

Click on the "Responses" tab.

Click the "More tools (3 dots)"

Click "Get email notifications for new responses"
You will know notifications are turned on when there is a checkmark next to "Get email notifications for new responses"
Anyone who is a collaborator (has edit rights) on the form can set up their own email notifications using the same steps.
