Windows 11 Local Account Setup

This guide will help you to bypass network requirements and create a local account during the Windows 11 initial setup which is called Out-Of-The-Box experience (OOBE). There are certain cases where you’ll need to bypass the network requirements or the account requirements (i.e. you have no internet or no Microsoft account). In these cases, you need to make a local account and follow the steps shown below.

Bypassing Network Requirements

When you are at 'Is this the right country or region' step in the Windows 11 setup process. Press **Shift + F10** to open a Command Prompt (CMD) window on your keyboard

You might need to click on the new window in order to focus the window and type in it

Type in [[OOBE\\BYPASSNRO]] and press Enter on the keyboard

The computer will now reboot and restart the OOBE process Follow the prompts that pop-up.

Running this command should give you the option of “I don’t have internet” when you reach this screen. Click on **I don't have internet**

Bypassing Microsoft Account Requirements

If you don’t have a Microsoft account, or don’t want to log into one, you can create a local account with the following steps.

If you have reached this screen and have done the steps in the previous section. Press **Shift + F10** to open a Command Prompt (CMD) window on your keyboard

You might need to click on the new window in order to focus the window and type in it

Type in [[start ms-cxh:localonly]] and press ENTER on your keyboard

Proceed to create a local account
