Viewing and Responding to Negotiations

This guide shows how to access Oracle Negotiations, review invitations and attachments, acknowledge required amendments, and submit or revise responses. It explains where to find negotiations, download and upload required files, validate and submit responses, and how to revise while the response status is Active. Follow it to ensure your submission is complete and received before the close date.

Viewing Negotiations

Click the Negotiations tile

This is the Negotiations landing page. You can browse the list of negotiations you have been invited to, or search for a specific one. \ In the search bar, we can search by Number, Type, or Title.

Click on the negotiation you would like to view

Here we can see the negotiation details

Download Attachments

Click "Attachments"

Click this checkbox.

Click "Download". All the attachments will download.

Click "View messages".

It may say you have unread messages and then none appear. This is because a change has been made to the Negotiation that requires acknowledgement. We will go through the process to read and acknowledge. Click "Close"

Acknowledge Amendments

Click "Acknowledge Amendments"

For each one, read the change and then click "Acknowledge"

Read and then select the checkbox

Click "Acknowledge"

Create a Response

Click "Create Response"

For RFQs and RFPs, you will add a Response Amount and potentially a spreadsheet.

Scroll down to the numbered sections. For each one, we are able to download the Required Attachment if we didn't download them all before. \ Once filled in, click "Add Attachments"

Click "Select or drop files here." Locate the attachment in the File Explorer pop-up and select Insert/Okay.

Click "Update"

Do this for each of the Required sections.

When finished, click "Validate"

Click "Save"

Click "Submit"

Click "Close"

Making Changes After Submission

Click "Responses"

We can only make changes while the status is Active. Click the 3 dots on the right of the Negotiation you want to change.

Click "Revise". Make any changes using the same process as before. Make sure you click Save and Submit before the Negotiation Close Date or the City will not receive your revised Response.
