Updates to Link Job to Assignment

1. Export Assignment and Link Job to Assignment options moved to action bar 2. Linked assignment area will not be visible until at least one assignment is linked 3. The labels in the linked assignment area were updated to be more accurate

1. Currently linked assignment information now present in link job to assignment pop up 2. Clicking on the currently linked option will launch the assignment details page 3. You can now over over the suggested assignments to link to see why they were suggested 4. The titles of Mitigate and Claims Workspace have been updated

When clicking into assignment details, you now see the assignment ID label instead of the External ID label and updates to reflect Claims Workspace and Mitigate
