SCDE Digital Credentials and Parchment
Ensure accurate, timely recording of South Carolina High School Employability Credential data in PowerSchool, to support transcript documentation, digital/paper issuance, and state reporting.
Applicable to all Special Education Coordinators, PowerSchool administrators, and designated staff responsible for credential tracking, data entry, and reporting.
The South Carolina High School Employability Credential is a state‑recognized credential for eligible students with disabilities, recognized for job-readiness, work-based learning hours, and portfolio completion.
Key components include:
24 credit units (aligned to Career‑Ready curriculum)
≥360 hours of work-based learning (e.g., internships, co‑ops)
Work-readiness assessment
Career portfolio or multimedia presentation
Refer to SCDE's Employability Credential Issuance and 2023 Data Entry memo :
For all students on track to earn the Credential (including early exit or summer completers), ensure:
“Seeking Employability Credential (for Transcript)” checkbox is selected on the SC Student Information page.
“Postgraduate Student Email” field (on Demographics page) is populated with a personal email address the student will retain post‑exit (not school district email).
For students who have earned the Credential, record:
“Employability Credential Earned” checkbox on the SC Student Information page
“Employability Credential Date” — populated with the student’s last day of instruction
From IEP team decisions, identify students eligible for or pursuing the Employability Credential.
Provide this list to PowerSchool admin/data entry staff prior to March 1.
Log into PowerSchool and navigate to each student’s record.
On SC Student Information tab: check “Seeking Employability Credential (for Transcript)”.
On General Demographics: enter a valid Postgraduate Student Email (non-school, persistent).
Save changes and document completion.
Confirm the student has completed all credential requirements (e.g. credits, hours, assessment, portfolio).
On SC Student Information: check “Employability Credential Earned”.
Enter last day of instruction in “Employability Credential Date”.
Save and flag record for quality review.
Weekly/verifying audit of credential flags before and after March 1 and June 15 deadlines.
Confirm accuracy of postgraduate emails, checkbox entries, and dates.
Cross‑check with paper/digital credential roster generation cycles to ensure completeness.
Verify PowerSchool includes the required fields:
Seeking Credential checkbox
Employability Credential Earned checkbox
Credential Date field
Postgraduate Student Email field
Ensure only designated staff have permissions to edit these fields.
Grant training access to relevant staff via SCDE Role-Based Certification or district PowerSchool training programs.
After final data entry, SCDE pulls rosters for paper credential production, followed later by digital credentials via Parchment platform.
Use PowerSchool extracted reports and exports (e.g. from CTE/Student Reporting Procedures Guide) to verify all credential‑seeking and earned flags are correct .
Provide training (e.g., workshop or video instructions) to Special Education Coordinators, data entry staff, and PowerSchool admins.
Share credential process and timeline with IEP teams, administrators, and counselors.
Communicate with parents/guardians regarding credential process, timeline, and post-graduation credential access (emphasis on email ownership).
