Allow Restricted Settings for Cloudlocker

Tap Cloudlocker.

Tap OK on the warning that comes up.

Open Settings.

Tap Apps.

Find Cloudlocker in the list and tap it. You may have to See all apps.

Tap the menu button in the top-right corner.
If there is no menu button go back to Accessibility and try to allow Cloudlocker accessibility. This menu doesn't show up until you tap on Cloudlocker in Accessibility.

Tap Allow restricted settings.

Enter your pin or pattern or use your fingerprint or face unlock to confirm this change.
Go back to your main Settings screen and tap Accessibility.

Tap on Cloudlocker.

Turn on the "Use CloudLocker" switch.

Tap Allow on the warning.

Make sure the "CloudLocker shortcut" switch is OFF.

Accessibility is on. Go back to the CloudLocker app and continue setup.
