Where it says "Assign scheduling privilege to", click "Edit".

Enter the email address of the person you want to grant scheduling privilege to in the text box, and make sure "Can manage my private events is selected if desired.

Click "Save" to add them. **You will also be able to see who you have privilege to schedule for here.
