Highlight your columns containing data that you want to plot (in this case, both X and Y)
Click "Insert"
Click "Chart"
Click "Scatter chart"
Select the plot chart
Change settings based on your data--here, column A was not a label. If your first column labels the data, leave this selected. If you do not have headers, deselect "use row 1 as headers".
