Enrollment periods are in the fall opening on October 1st and in the spring opening on April 1st and are based on funding availability. You are eligible to apply every 12 months, if you applied and were approved in April then you will be eligible to apply again the following April. Please note, once approved you do have to meet a renewal requirement going forward.

Enter your login information and then click "Submit".

Click "Finish" to complete your enrollment into the course.

The course will now appear on your Dashboard. Click "WV STARS Pathway to Earnings Application Fall 2024".

In the Modules box click "WV STARS Pathway to Earnings Application" to view application and W9 form and access the submission boxes.

Click "Earnings Application -Fall 2024.pdf" so that it is highlighted and then click on View. This will open the application on your computer, and you can now complete your application by typing into the document and then once complete you will need to save it to your computer to upload it into the course. You will do the same for the W9 Form, please remember that when completing your W9 form you enter your information, not your employers.

**Note:** if you print your application, you will need to be able to scan it back into a digital format to upload it into the course.

Click "Earnings Application -Fall 2024.pdf" so that it is highlighted and then click on View. This will open the application on your computer, and you can now complete your application by typing into the document and then once complete you will need to save it to your computer to upload it into the course. You will do the same for the W9 Form, please note that when completing your W9 form you enter your information, not your employers.

In this next section you will upload your application, W9 form and supporting documentation (paystub from within the past 30 days, qualifying certificates and/or transcripts) into the course for processing. Make sure that all of your documents are in digital format and saved to your computer for submission.

Click on "Select" to open the File Explorer box on your computer to allow you to locate your saved documents.

You will now need to locate your saved documents on your computer. I suggest saving them to your desktop for easy access or if you have multiple applicants using the same computer, create a separate folder for each individual to prevent submitting incorrect documents.

Holding down the Control button (Crtl) on your keyboard will allow you to select multiple documents. Once you have selected your documents then click on "Open".

The documents you selected will now be listed under Add Attachment (see blue arrow). Please note if you accidently uploaded an incorrect form, click "Remove" and it will no longer appear. If you forgot a document, click on "Select" to reopen your File Explorer and select the document.

Now that all of your documentation is listed click "Upload".

All of your documents will now show in the box labeled "Your Current Attachment(s):", if they are not listed than you will need to repeat the above step. **If there are no documents in that box than that means, there will be no documents for staff to view and process.**

Now that all of your documents have been uploaded to the course and are showing in "Your Current Attachment(s)" box you need to check the box **Mark Assignment as Completed. If you do not check this box, then your application and documentation will not show in our submission queue for processing. It is crucial that you check this box!**

The final step is to complete your submission by clicking on "Save Assignment ".

All applications are processed in the order received. You will be notified by email when your application has been processed and either approved or denied. If your application is denied and earnings is still open, you are eligible to re-apply (a benefit of applying as early as possible). For those previously awarded please note the renewal requirement.

Pathway to Earnings is a wage incentive program available to child care providers and directors working at least 20 hours per week in a licensed child care center, licensed child care facility or registered family child care home serving subsidized children.  To be eligible you must have an active Career Pathway Certificate and have earned a qualifying degree or certificate (see earnings flyer for a complete list). You must have worked for 12 consecutive months prior to applying.
