Navigate to <https://www.canva.com> and open a Design.

Click on the "Elements" icon on from the left-hand menu.

Use the scroll bar to find and click "Frames."\
Click on the circular frame.

Click and drag your photo over the circle frame.
You can adjust the size and placement of the photo within the frame.
