Right click on the row you want to lock

Click "Show more row actions"

Click "Protect range"

Optionally, you can give your range a title. For example, this locked row is called "Lead List"

Change your range by clicking the four square button on the right side of the bar

Select if you would like to show a warning when editing the range, or restrict who can edit the range

To add the custom permissions, click the "Enter names or email addresses" field.
