Apex assignments/assessments can be locked for various reasons. One of them is student started a quiz, takes a break, the system locks the quiz in order to avoid plagiarism. The only way to be able to access that quiz again is to contact the teacher, and teacher follows the steps below. Final tests/exams are the ones that are also usually locked. It is up to the teacher if they want those final tests to be visible to students prior to finishing the unit.
