Navigate to your Jira Cloud. Make sure that you are an administrator.

Click "Apps"

Click "» Templating.app «"

Click "Project Templates"

Click "Go to administration"

Click "Permissions"

Add groups that should be allowed to use Project Templates to create new Jira projects.

If desired you can use single users, too.

Therefore enter a name and click the user.

Click "Update permissions". The selected groups and users will now see Project Templates on the Templating.app main page.
