Completing the Certificate Of Compliance Application

These instructions are intended as a general guide for completing a New Business Packet, required by all businesses in York City.

Navigate to <https://yorkpa.portal.opengov.com/> You will want to log into the existing account that was created for your New Business Packet Application.

Type "Certificate of Compliance" and select it from the drop down.

Click "Apply Online" to start the application.

Confirm your Contact Information and Click "Next"

Enter the Street Address for the location of the business. Select the location from the drop down. Note: The Downtown Inc Resource Center address is used **for demonstrative purposes**. Please use your business address for this step.

The location you selected should pre-fill with all the information, do not change any information and Click "Next"

Complete all Required (\*) fields and Click "Next" **New Business Application Number** can be found under My Account > Applications **Are there permits/plan reviews associated with this application?** is specific to the UCC Permit process, if you are having construction or modifications made to your business that will require inspections, the UCC Permit application **must** be submitted prior to the Certificate of Compliance application. If you answer **Yes** to this questions, you must also submit the **Permit Number** and **Permit Holder**.

Complete all Required (\*) fields and Click "Next" **Is this an assembly use?** is specific to businesses who are for social gatherings, food and drink, etc. See the IBC Use Groups document for more details. Links to this document are found at the top of the application. Click "Next" to continue to the next step.

Select "Yes/No/I Don't Know" and Click "Next"

Take careful note of which fields are Required (\*) and which are Optional, if you do not know the answer to an optional question, you may skip it. While the **IBC Use Group** and **IBC Construction Type** are not required, you may complete them if you know what they are. Note: Select the **IBC Construction Type** is required. It is a designation based on the overall building construction. For example, Type IIIB is "ordinary" construction (i.e. brick or block walls and a wooden roof or floor). If you have questions regarding the **IBC Construction Type**, select the Construction Type Guide link at the top of this section to be taken to the official listing of type codes. If you are still unsure, consult with the building owner or The Bureau of Permits and Inspections. **Building Sq Ft** is the total square footage of the entire building **Occupancy Area Sq Ft** is the interior square footage of your business **Occupant Load** is based on your usable square footage, if you do not know what the specific load would be, put "Unknown" Once completed, Click "Next"

Complete Required (\*) fields and Click "Next" (Note: Inspection Contact should be the person who will be handling the inspection with the City of York. It should be the applicant or a designee of the business.)

Complete Applicant Information and Click "Next" (Note: Can be the same as Contact Information, unless you are applying for someone else)

Complete Property Owner Information and Click "Next" Note: This page should be the information of the legal Owner of the property, this should not be the information of a renter.

Complete Required (\*) fields and Click "Next"

Read the statement and then Click the checkbox.

Enter your full name and Click "Sign"

Click "Next"

Click "Upload" and select the required affidavit. (Note: If you do not have this form completed by the property owner, you will need to click **Save Draft and Exit** and complete the application once you have a signed and notarized copy.) Once upload is complete Click "Next"

If you answered “Yes” to Assembly Use Group (step 8), an Occupant Load Sketch may be required to demonstrate your maximum occupancy based on your seating arrangement. For instance, restaurants would need an occupant load sketch showcasing their floor plan with tables and chairs to illustrate the number of guests they can accommodate. It’s advisable to have a dedicated architect create your Occupant Load Sketch, ensuring the diagram is accurately scaled and compliant with building codes. While the absence of this sketch won’t stop the process, it could potentially delay the final issuance of a CoC. Click "Confirm and Submit"

Once upload is complete Click "Next"

An inspection fee will be required based on the square footage of your business. Your application will be on hold until payment is made.

Wait 24 - 48 hours for your application to be approved. Once approved, you may contact York City to schedule your inspection. It is important to know that **you must contact York City to schedule your inspection**. They will not contact you to schedule this!
