Create a Negotiation (BID) Response

LOG IN AND NAVIGATE TO ACTIVE UT SOLICITATIONS.

Navigate to <https://fa-ewlq-saasfaprod1.fa.ocs.oraclecloud.com/supplierPortal/faces/FndOverview?fndGlobalItemNodeId=itemNode_supplier_portal_supplier_portal>.

Enter your user ID (email address) and password, then click "Sign In."
Tip! If this is your first time using the Oracle platform to respond to a UT solicitation, please complete the following steps. 1. Set your time zone. 2. Create a search to automatically display UT's solicitations. You will find instructions in the **"Getting Started"** section of UT's supplier training webpage, <https://procurement.tennessee.edu/supplier-training/>.
**Alert!** **Do not use the back button in your internet browser while working in Oracle.** Use the icons in the upper right corner to navigate between screens.

Click on the "Supplier Portal" app.
Tip! In Oracle, solicitations (bids) are called "negotiations."

From the left panel, click "View Active Negotiations."

Locate the negotiation to which you wish to respond and click on the negotiation number.
Tip! If a negotiation number is followed by a comma, the negotiation has been amended. The number after the comma tells how many times the negotiation has been amended. In the previous screenshot, "BID1000103,1" has been amended once.
PREVIEW THE NEGOTIATION
Tip! In Oracle, negotiations open to an "Overview" screen. There, you can use the table of contents on the left side of the screen to *preview* the negotiation details. After reviewing the information in the table of contents, you will navigate to the Oracle *response* screens to generate your response.

On the "Overview" screen, click "Expand All" to display all information.

When you have finished reviewing the information on the "Overview" screen, click "Requirements" in the table of contents.

The simplest way to preview the negotiation requirements is to click the "Preview Requirement Questionnaire" button on the right side of the screen.

On the preview requirements screens, you can download negotiation documents and read negotiation requirements. *Remember you must navigate to the "Create Response" screens to generate your response*. You *cannot* respond from the preview screens.

Some negotiations may have two sections of requirements. You can navigate between requirements sections by clicking the right and left-facing arrows on the right side of your screen. If the arrows are greyed out, the negotiation only has one section of requirements.

When you have finished previewing the requirements, click "Done."

If there is a "Lines" link in the table of contents, click it to preview the negotiation line items. Scroll right to preview line item details.
Tip! Some negotiations will ask you to submit your cost response on a provided spreadsheet rather than using the "Lines" screen. *If there is not a lines option in the table of contents, look for the cost spreadsheet on the requirements screen.*

Click "Create Response" to navigate to the response screens.

Navigate through the "train stops" to create your response.
Tip! You can save an *in-progress negotiation response* and return to it later by clicking "Save" and selecting "Save and Close." All fields on the response overview screen are ***optional***. You may enter a "Response Valid Until" date or "Notes to Buyer" *if needed*. The "Reference Number" field is for your internal use only - the buyer will not see the reference number.

Click "Next" to navigate to the "Requirements" screen.

The first requirement will often instruct you to download the negotiation documents. To download documents, click the blue attachment link(s).

In the dialog box, click the blue attachment link again. If there are multiple documents, download each one.

Click "OK." Open the downloads folder on your device to open the document(s).

Continue to read and follow instructions for each requirement.

If a requirement instructs you to attach a document, check the radio button for the requirement, then click on the "+" to open the attachments dialog box.

Click the "+" button in the dialog box. Note that the "+" may appear to be grayed out, but it will work.

Click on "Choose File" and navigate to the document on your device.

After uploading the document, enter a brief description in the "Description" field.

Click "OK"

View the right side of your screen to see if there are additional requirements sections for the negotiation. If there are, use the right and left-facing arrows to navigate between sections until you have responded to all requirements.

Click "Next" when you have responded to all requirements.
CREATE NEGOTATION RESPONSE - Lines Screen
Tip! Some negotiations may ask you to submit your cost response on a spreadsheet in the requirements section rather than entering costs on the lines screen. If you are responding to a negotiation that does not have a lines screen, skip to step 31.

Locate the description for each line item in the line items table.
Tip! Some UT negotiations will require you to enter a price for *each* line item. Other negotiations may allow you to submit prices for only some of the line items.

Scroll to the right and enter your response price.

Click "Next" when you have entered your line responses.

On the "Review" screen, click on each of the tabs to review your response.

If you need to edit your response, use the "train stop" buttons at the top of the screen to navigate to the section you need to edit.

When you have finished reviewing and correcting your response, click "Submit."

Look for the confirmation message letting you know your response was created. Note the response number.
