Click "TAKE ME TO THE ACCOUNT REQUEST PAGE"

Click this dropdown, and select "elearning account"

Completed the information that is now available after choosing Elearning account and under email, provide a personal email address.

Check the box for "Accepting Terms and Conditions" and then choose the Submit button.
