*Intro before we dive in:* **Consent Mode V2:** new privacy regulations in the European Economic Area (EEA) are going to be enforced and regulated in **March 2024.** This implementation guide has been updated for Google Consent Mode V2 — so you are compliant with local regulations and laws (even if your business operates outside of the EEA region). **Quick note:** Google Ads tracking is a huge mess (and it's only gonna get worse). If you want to succeed with Google Ads in 2024 and beyond, you need to step up your conversion tracking game. Before we jump in: navigate to <https://www.cookiebot.com/> to create your Cookiebot CMP account. You'll need it to set up Consent Mode V2 with Google Tag Manager.

Navigate to [https://tagmanager.google.com/](https://tagmanager.google.com/)

Click "Templates".

Click "Search Gallery".

Click here, type "CMP" and hit enter.

Click "Cookiebot CMP".

Click "Add to workspace".

Click "Add".

Head over to your "tags".

Click "New" and create a new tag.

Click "Untitled Tag" and rename to "Cookiebot CMP".

Click here and configure your tag.

Click here and search for "Cookiebot"

Click the custom Gallery tag "Cookiebot CMP".

Click the "Your Cookiebot Domain Group ID" field and insert your Cookiebot ID.

Click here and configure your trigger.

Click "Consent Initialization - All Pages"

Click "Save"

Click "Admin"

Click "Container Settings"

Enable consent overview and hit save.

Head over to your "Workspace".

Click "Tags"

Click the Consent Overview button.

All Google tags have built-in consent, so you don't have to configure additional consent checks. However, you do have to configure this for all non-Google-related tags through "additional consent checks".

Select the tag(s) where no consent checks have been configured, for example, your LinkedIn Insights tag.

Click this button.

Click "Require additional consent for tag to fire".

Click "+ Add required consent"

Click the "e.g. ad_storage" field.

Add all storage categories the tag requires.

**Consent Mode V2 update**: new privacy regulations in the European Economic Area (EEA) are going to be enforced and regulated in **March 2024.** We won’t bore you with the specifics, but the Digital Markets Act (DMA) states that large advertising platforms like Google and Meta are responsible for collecting user consent in order to run their advertising services. In response to the DMA, Google is making it mandatory for advertisers to use Consent Mode V2. That way, Google knows whether a user gave consent to track them or not (from their cookie banner). Google will then adjust tags and tracking to respect users’ choices. These regulations only apply to the European Economic Area (EEA) for now, but it’s only a matter of time until we see a global rollout. Even if you’re not advertising in the EEA region, you still need to set up Consent Mode (because you need to gather consent from users from the EEA to be compliant with local laws). If you want to set up Consent Mode V2, just add the following 2 new variables/consent types: - ***ad_user_data*** (tells Google whether a user has ‘granted’ or ‘denied’ consent to track advertising cookies). - ***ad_personalization*** (tells Google whether a user has ‘granted’ or ‘denied’ consent to use personalized information for remarketing and other purposes).

Click "Save" once your have added all consent types.

Click "Save"

Once the "Consent Not Configured" contains no more tags and everything is configured you can head back to your tags.

Now, we have to make sure your non-Google tags trigger based on the consent given by the user. Head over to "Triggers" to do so. If you only use Google native tags, you can skip the steps below and continue with publishing your edits.

Click "New"

Click "Untitled Trigger" and rename to "Event - Cookie Consent Update"

Click "Custom Event".

Click this text field and type "cookie_consent_update".

Click "Save"

Head back to "Tags".

To ensure the tag fires as soon as consent choices have been determined, either from a previous visit or from interaction with the banner, the normal "All Pages" trigger will need to be replaced with the trigger we just created. Let's take our LinkedIn Tag as an example.

Click here and edit your trigger.

We're going to delete the current Page View trigger.

Now, it should be empty. Click here to add the new "Event - Cookie Consent Update" trigger.

Once you're done, click "Submit" and "Publish" your tags.

Congrats, you have successfully implemented Consent Mode V2! Last note: if you have already implemented Consent Mode via Cookiebot before, you may need to update your Gallery Template in GTM. See below: just click “view” if it says “X template updates available)”. If you don’t see available template updates you’ve already updated to the latest version. Then accept, and hit publish. All good — Consent Mode V2 is implemented!

**Last note:** if you don't invest in your conversion tracking setup now, you WILL fall behind this year... This is not fearmongering, it's a fact. Your Google Ads performance is directly tied to the quality of your data.
