How to Review as a Liaison in Kuali-IRB

This guide provides a step-by-step process for reviewing as a liaison in Kuali-IRB.

IRB Liaisons will receive an email notification when a protocol is submitted that requires their review. If multiple liaisons are listed, this will be indicated in the email.

Tip! If there are multiple liaisons listed, coordinate who will conduct the review with your fellow liaison(s). Keep track of who is reviewing which protocol by referencing the IRB Application Number. In the Action List, this is listed as the Document #. The only other piece of information about the protocol in the Action List is Submitted By, which may or may not be the same as the Principal Investigator

To view the protocol, click the "Begin Review" button in the email. This will open the protocol directly.

Alternatively, you can note the IRB Application Number in the subject line and navigate to it through the Action List. To do this, navigate to Kuali-IRB: [[https://go.umd.edu/kuali-irb]]

Click "Action List"

The Workflow step will read "IA: Liaison Approval" to indicate it requires liaison review. Click the row with the correct protocol to review it.

Tip! Confirm you're reviewing the correct protocol by referencing the Protocol Number in the email subject line, which matches the Document # in the Action List.

Review the entire submission to ensure it is complete and clear. Navigate through each page. You can click on the name of the page to view it.

Alternatively, you can click "Next" to navigate through the pages in order.

Tip! Remember to scroll to the top to move to the next page or go back.

Review all pages and click "Modifications."

Use the liaison review checklist built into Kuali to guide the review and determine the next step.

If all items are complete and **no modifications are required**, complete the checklist and proceed to ***step 11***. If **modifications are required**, skip to ***step 12***.

If **no modifications are needed** to proceed to IRB review, click "Approve." This will move the protocol forward, sending it to the IRB Office for intake.

If there are **modifications needed**, click "Modifications Needed."

Click into the "Liaison Reviewing the Protocol" field. This ensures that an alternate liaison who is also listed on the form does not begin reviewing the protocol at the same time as you and that any modifications are returned to you for review and not an alternate liaison (if applicable).

Type your name and select it in this field.

Click the "Section/Topic" field.

Begin typing the name of the section where changes are needed.

Click in the Modification(s) Required field and type your requested modification.

To add multiple modifications, click "Add Another Row"

Add any additional modifications, repeating steps 15 to 18 as needed.

When all modifications have been entered, click "Approve" to send the modifications to the investigator.

Alert! This step **relies** on you having checked the "Modifications Needed" box. Otherwise, it will move the project forward to the IRB Office and will **not** send to the investigators.

When the researcher has completed modifications, you will receive another email like the one below. Click "Begin Review" to review the revised submission. This will open the protocol directly.

Alternatively, navigate to [[https://go.umd.edu/kuali-irb]]and click on "Action List."

The Workflow step will read "IA: Liaison Modification Approval" to indicate it requires liaison re-review. Click the row with the correct protocol # to review it.

Review the revisions and determine if modifications have been addressed.

Click "Next" to navigate through each page.

Review all pages and click "Modifications" when complete.

Revise the liaison review checklist as needed.

If all items are complete and **no modifications are required**, skip to step 37.

For any new modifications that are needed, please add a new row.

If a modification was not fully or accurately addressed, update the existing modification to specify what is required to proceed.

This time, to send the application to the researchers, you must ‘Send Back’ the protocol. Click the three dots in the corner of the page, next to Approve.

Click "Send Back"

Click "IA: Modifications Required by Liaison"

Type something like: "Please see the Modifications page for requested modifications."

Click "Send Back" to send the modifications to the investigator.

The modifications will be sent to the investigators and when complete, you will receive another email notifying you. **Go back to step 21 to see the email that will be sent and continue forward from step 21 until all modifications have been addressed.**

When there are no additional modifications needed for the protocol to proceed to IRB review, click "Approve." This will move the protocol forward, sending it to the IRB Office for intake.
