ELO (Enveloppe Logistique Obligatoire) is a mandatory system used in NCTS / ICS-2 processes as of 2025, which consolidates multiple customs and logistics references into a single digital barcode.

Go to **Customs**

Go to **ELO** list

Create ELO Record

Here you can manage your ELO records To create a new one, click **"Create ELO"**

Here you need to select **Direction** (From UK to EU or vice versa). And **Load Status**, if the trailer is full or empty. According to these selections, you should add entry MRNs

You can use the table below which entry MRNs are required. The field details are explained below:

- **Direction**: Transport direction 1. **From UK to EU**: Shipments from the United Kingdom to the European Union 2. **From EU to UK**: Shipments from the European Union to the United Kingdom - **Load Status**: Specify whether the shipment is loaded or empty 1. **Empty**: Select this option if the shipment is not loaded - MRN is not required 2. **Full**: Select this option if the shipment is loaded - At least one MRN must be entered - Additional checkboxes (TIR/ATA Regime, Health/Phytosanitary, Fishery Products) will appear. These provide additional information about the load's nature and are optional - **Declaration Type**: Select the declaration type of the MRN that will be used in the ELO 1. **Transit MRN**: *NCTS MRN*, used when the "Direction" is **from UK to EU**, but **not required if there is an EU Import MRN**. Used when the "Direction" is **from EU to UK**, but **not required if there is an EU Export MRN** 2. **ENS MRN**: *EU ENS MRN*, required when the "Direction" is **from UK to EU** 3. **Import MRN**: *EU Import MRN*, used when the "Direction" is **from UK to EU**, but **not required if there is a Transit MRN** 4. **Export MRN**: *EU Export MRN*, used when the "Direction" is **from EU to UK**, but **not required if there is a Transit MRN** - **Declaration No**: This is where you must enter the MRN reference

- ELO is a French customs service, so you should add MRNs submitted to the EU customs offices - Transit MRNs can be used because of the common transit regime - EU ENS MRNs can be used, but the office of entry should be a French customs office - You should not add any CDS MRNs to ELO, it will reject with an error message

Once ELO is sent and accepted, the **barcode** generated with the **ELO Number** will be available under the **Documents** section of the record

Make Amendments on ELO Record

If you want or need to make some changes to your ELO record, this is possible in some cases:

- **Draft**: This is the initial status when an ELO is first created. Editable and sendable - **Sent**: Waiting for a response. Not editable and not re-sendable - **Error**: This status occurs when the ELO contains an error. Editable and re-sendable - **Accepted**: No errors were found, and the ELO is accepted. A "barcode" with an "ELO Number" is generated. Still editable and re-sendable once edited 1. If you edit an ELO in this status, a "warning" icon will appear on the record to indicate it's been edited 2. Once this edited ELO is re-sent, the status will become **sent** 3. If the ELO is **accepted** again, a new barcode with a new ELO Number will be generated. The old barcode in the "Documents" section will be removed and replaced with the new one 4. The "warning" icon will also disappear - **Matched**: This status occurs when the "barcode" has been used/scanned. Not editable and not re-sendable - **On Vessel**: This status may appear depending on the operational flow. Not editable and not re-sendable - **Completed**: The ELO is fully completed and closed. Not editable and not re-sendable anymore
