RefEval User Guide

RefEval is a comprehensive referee evaluation system that provides different levels of access and functionality based on your assigned role. This guide will walk you through the login process and the features available to each user type.

How to Sign In

Please be sure to use your existing Learning Center Credentials. If you do not have a valid license, the system will notify you.

Navigate to [https://refeval.ussoccer.com](https://refeval.ussoccer.com/login?redirectUrl=%2F) and click "Sign in"

Click the "Email address" field and enter your **Learning Center credentials**

Click "Continue" after CAPTCHA validation is complete

Click the "Password" field and enter your Learning Center credentials

Click "Continue"

How to Reset Password

Note that if you update your password in RefEval, you will be updating your password across the ecosystem.

Click "Forgot password?"

Enter your email address if it isn't pre-filled and click "Continue"

Proceed to your email inbox to complete reset password instructions.

Understanding Your Role: Referees

View your own evaluation results and performance summaries.\ \ Referee roles are automatically assigned by the system based on valid referee licenses in Learning Center.

Use the open evaluation icon on this page to browse your completed evaluations. This view displays all evaluations—both finished and in progress—but you can only open completed ones for full review.

Click the General Performance bar to expand and collapse your performance scores.

Click the x icon to close the open evaluation and go back to your Referee Individual Summary.

Click this icon to expand/collapse the CMI/CRE Summary.

Individual Referee Summaries for users that hold a valid referee license and coach license will have a slightly different view.

The "Referee" view of the individual summary is exactly like what referees see. You will be able to access evaluations done on you for your officiating.

The "Coach" view of the individual summary will show the evaluations that you have done on other referees as a Coach. Here you can easily track the status of your evaluations and quickly access them.

Understanding Your Role: Evaluator

Manage and complete referee evaluations for Regional and National referees - **Monitor** your evaluation deadlines from your dashboard - **Prioritize** your evaluations based on due dates and status - **Ensure** your timely completion of all assigned evaluations Evaluator roles are automatically assigned by the system based on **valid** Referee Coach and National Referee Coach licenses in Learning Center.

Click the '+' button to add an evaluation.\ *Note: Deleting evaluations is not currently available.*

Select the Evaluation Method, Evaluation Purpose, and Evaluation Type in this section

Click "Save" to save your progress and click "Next"

Enter the required Match Details in this section.

Click "Save" to save your progress and click "Next"

Enter the referee crew you're evaluating. Click "Add Referee" to begin your search.

Type the referees full name, email, or ID in the field.

Select the referee you are looking for.

If you selected the wrong person, simply click the "Remove" button to clear the selection. You can do this to any of the selected referee crew members.

Once your crew is fully selected, click "Performance" to enter their individual evaluation.\ *Note: You can select a crew member and do their evaluation before selecting all crew members.*

Fill out the evaluation fields for all crew members.\ *Note: The system will calculate the final score field*

Expand the General Performance section to provide values for each category.

Enter notes in "Positive Areas" and "Areas for Development" of their General Performance.

Identify Cautions, Send-Offs, and Penalty Kicks that were Correctly Given, Incorrectly Given, and Incorrectly Not Given in the Event Metrics table.

Create Critical Match Incidents and Clear Refereeing Errors for each individual CMI and CRE.

If adding a CMI or CRE, fill out the respective fields entirely. Missing or conflicting information that is required will result in a validation error that will prevent the evaluation form from being submitted.

If a CMI or CRE was added accidentally, click "Delete" to remove it from the evaluation.

Click "Save" to save your progress and click "Next" to evaluate the next crew member

Click the "i" information icon next to Final Score to understand the deductions the system made after you've entered all of the evaluation details.

The gray and red bars are your navigation indicators. The red bar denotes the current page you're viewing. The gray bars denote the inactive pages. Hover over any one of these to see the page name. Click on any to navigate to that specific page.

When the evaluation is completely filled out and all of your rules pass, "Keep In Progress" and "Submit to Approver" buttons will enable. Click "Keep In Progress" to save the current state of your evaluation and see it in the "In Progress" section of your dashboard. Click "Submit to Approver" to submit the evaluation for approval.

When an evaluation is submitted, it will appear in the "Submitted" section. If the submission was accidental or you need to revise information, click the "Undo" button to return it to "In Progress".

You can also click "Submit" from the "In Progress" view if the evaluation is fully filled out and all rules pass.

When an Approver moves an Evaluation to "Under Review", your evaluation will show up in "Under Review" of your evaluations dashboard.

If an approver has sent the evaluation back, your evaluation will be moved to "Returned for Revision". You will receive an email notification of this action. Click the expand button to open the evaluation.

An evaluation that's "Returned for Revision" may contain notes from the approver. Click the notes icon to open the notes.

When feedback or suggestion from a note is addressed, click the checkmark to resolve. Click the trash icon to delete the note. Click the x to close the note.

Click "Move To In Progress" button to move your evaluation back into an editable state.

An evaluation that is returned and "Moved to In Progress" will move to the "In Progress" section. Once your edits are made, click the "Submit" button to re-submit for review.

When an approver approves your evaluation, the evaluation will move to the "Approved" section. You will receive an email notification of this action. \ *Note: When an evaluation is submitted and approved, the evaluation can no longer be ammended.*

In your Evaluations dashboard, click the Date Range selector to filter your view by specific dates.

The date selector will have shortcut dates (i.e. "Last 7 days") and will also allow you to select custom dates.

Clicking each section will expand it and you will be able to see all of your evaluations in that state: In Progress, Submitted, Under Review, Returned for Revision, and Approved. In the Search bar, you can search for a specific evaluation by typing any related information (i.e. team name or referee crew member name).

Understanding Your Role: Approvers

Review, assign, and approve completed evaluations of your ### Managing the Approval Workflow - **Track** evaluations through each stage of the approval process - **Ensure** quality control standards are maintained - **Provide** timely feedback to evaluators when revisions are needed Approver roles are manually assigned by SRC Admins. USSF Admins have the capability to assign these roles as well but it is up to each state who is an approver for their respective state.

The Approvals section will open the Evaluation Approval Flow. If you hold a **valid coach license**, you will be able to see the Evaluations section. Approvers that **don't hold a valid coach license** will only see Approvals.

Click the expand icon to open the Evaluation.

Once the evaluation is open, you can cycle through to review all of the information entered by the evaluator.

The navigation bar shown in red and gray bars make it easy to cycle through the form. Red bars denote the active page you're on, while gray bars show inactive pages. Hover your pointer over any of the bars and it will specify what that section is.

To open individual referee crew member evaluations, click on the Performance button.

When reviewing the evaluation, be sure to expand the General Performance bar to see the scores for each of those sections.

Click this notes icon to open the notes field.

Notes will communicate your feedback and/or suggestions to the Evaluator. Click the "Add a comment" field to start typing your notes. Press the blue arrow to attach the note to the evaluation.

The checkmark on the note will mark the note as resolved. The trash can icon will delete the note. You can leave as many notes as you'd like to leave.

The Evaluator will be able to see the notes you leave when the evaluation is sent back for review to them or when it is submitted/approved.\ **Note: If your feedback is not something that needs to be addressed, you can send the notes in the approved version of the evaluation.\ If your feedback are revisions, send the evaluation back to revision and do not approve until the feedback is addressed. Approving an evaluation cannot be undone.**

Click the x icon to close the evaluation when you're done reviewing.

Notes can be accessed from the dashboard view as well.

Click the '+' button to assign an approver to that evaluation. You can assign yourself as the approver of that evaluation.

Click the "Search profiles..." field to find the approver you want to assign.

When the person you're looking for appears, select them to assign them as the approver of this evaluation.

Click "Done" to finalize the approver selection. To remove the approver you selected, simply press the x button next to their name.\ **Note: If the evaluation is assigned to approve by someone that's not you, you will not see it in the dashboard if the filters are not cleared. You will see assigned evaluations that are assigned to you as approver in the Assigned section.**

When you are ready to review the evaluation, press the "Move to Review" button. This will move the evaluation for you (the approver) and the evaluator to "Under Review".

Once an Evaluation is under review, the evaluator can no longer make edits. If you find they need to make changes, click "Return For Revision" to kick it back to the evaluator.

Evaluations that are returned to the evaluator will be in the "Returned for Revision" column. When an evaluator puts the evaluation back in progress for editing, the evaluation will show up in the "In Progress" section of the approval flow.

Under Review evaluations also have the option to be approved. Once you've reviewed and feel that the evaluation is ready for approval, click the "Approve" button. \ **Note: This action cannot be undone. Once an evaluation is approved, it is finalized.**

Click the '+' icon next to "Referee Evaluation Approvals" to filter your approval dashboard.

Enter the name of the approver(s) you want to include in your dashboard view.

Your dashboard view can be filtered by multiple approvers of your choosing.\ **Note: Check your filters and date ranges if you're missing evaluations. Oftentimes evaluations have disappeared because of filter/date settings in place on your dashboard.**

Understanding Your Role: State Referee Committee Admins

Full system access with administrative capabilities - **Regularly** review user access and permissions for your state(s) - **Monitor** referee and evaluator performance for your state(s) - **Maintain** up-to-date user role assignments (approver and SRC admin roles only) - **Generate** regular reports for organizational oversight SRC Admin roles will be manually assigned and managed by USSF Admin. Please request this role if you are an admin for your SRC.

The Admin role will have access to the Referees list of your SRC. Click "Referees" to open that section. Click the "Search by name, email, or ID..." field to search for specific referees

Click the specific referee whose Individual Referee Summary you want to see.

When selecting a referee, the individual referee summary view will open. This is an individual referee summary where you will see summary scores and all of the evaluations of that specific referee.\ **Note: Referees that hold only referee licenses will not show the toggle. Referees that hold both referee and coach licenses will show the toggle to see a summary of both of their roles.**

The Admin role will have access to the Reports section. This reporting is specific to the SRC(s) you are an Admin for. Click "Reports" to open the report options.\ \ There are three sections within Reports you can choose from. The Overview section of reports consists of Match Official Overview, Coach Overview, and Coach Appointments reports. Click "Overview" to open these reports.\ \ The Match Official Overview shows a summary view of referees that have been evaluated, the total evaluations and average scores. From this report, you have the ability to open the individual evaluations and their referee individual summary. Additionally, you are able to filter by specific date ranges and can export a CSV of the raw data.

The Coach Overview shows a summary view of coaches that have done evaluations, the total evaluations and average scores. From this report, you have the ability to open the individual evaluations each coach has done. Similarly, this report can filter by selected dates and can export a CSV of raw data.

The Coach Appointments shows a summary view of the total appointments the coaches have done by showing the individual referees they've evaluated. From this report, you have the ability to open the individual evaluations each coach has done. This report can filter by selected dates and export a CSV of raw data.

The second section of reports, Insights, consists of Critical Match Incident Trends and Penalty & Misconduct Trends reports. The Critical Match Incident Trends report shows CMIs in evaluations. These can be filtered by Regional and National evaluations, Referee Match Role, and by CMI Category.

The Penalty & Misconduct Trends show evaluation accuracy data for yellow cards, red cards, and penalty kicks.

The third section of reports, Comparisons, consists of Performance Opportunities reports for both Regional and National evaluations. Each report, Regional and National, is filtered by referee role. Each role shows their respective General Performance categories and the average scores for your state as well as a comparison against all of USSF members.

Lastly, the Admin section will allow you to manage the roles within the SRC(s) you administrate. Here you can designate **Approver** and **SRC Admin** roles only.\ **Note: The system will automatically assign Referee and Evaluator roles based on the respective valid licenses and therefore, will the options will be disabled.**

When assigning roles, you can search by name, email or USSF ID. When the user populates in the list, you can check on/off the checkbox for the specific role you want to change. From this list, you can also select that user and open their individual summary view.
