Navigate to <https://gms.sfmohcd.org/rfp/registration>

Fill out the form below to create only one account per agency for the RFP process.
Tip! For existing MOHCD grantees, please set up a new account by following the steps described. You will not be able to access our online system using your GMS login credentials. Similarly, please do not use your GMS login username and password when setting up an account for the RFP system. If you try to log in to the RFP system using your existing GMS credentials, you will be redirected to GMS.

Fill out the fields with required information.
Tip! When picking an user name, choose one that you are comfortable sharing with your agency staff.
Tip! A password must be 10 characters or more. Be sure to choose one that you are comfortable sharing with your agency staff.
Tip! Re: your organization's tax ID, there can be only one account associated with the same tax ID.

Once all fields are complete, click "CREATE ACCOUNT"
Tip! If you see an error message, please correct the error before continuing. In the example below, error was related to the password. Update the password to make sure it is at least 10 characters.

Once you successfully set up the account, you will see a message in green "Successful Registration. Please login now with your username and password."

Click "click here to login" - this link takes you to the login page.
Tip! You can also access the online system by directly going to <https://gmsrfp.sfmohcd.org/> and entering your created user name and password.

Once you are at the login page, enter your user name and password and click "ENTER SYSTEM"

You will see Agency Home page once logged in.
Complete Agency Profile page

Click "Agency Profile" on Agency Home page.
Tip! You can work on Agency Profile and proposal(s) at the same time.

Complete all the required fields under Agency Details.
Tip! Under "I am submitting proposal(s) as a:", select what type of organization you are. You may select from the following: - For-profit organization - Community-based nonprofit under Section 501(c)(3) of the Internal Revenue Code - Fiscally sponsored project of a 501(c)(3) community-based nonprofit - An individual - None of the above
Tip! If you are a non-profit organization applying under a fiscal sponsorship, you may choose "Community-based nonprofit under Section 501(c)(3) of the Internal Revenue Code" - You will have an opportunity to enter information about your fiscal sponsor when completing your proposal (in Proposal Information page.)
Tip! please enter your organization's Unique Entity ID (UEI). It is a 12-character alphanumeric code that identifies entities doing business with the U.S. federal government. The UEI is generated by the System for Award Management ([SAM.gov](http://SAM.gov)) and is required for all organizations receiving federal funding. If you do not currently have UEI, you may leave this field blank.

Complete all the required fields under Fiscal Readiness.
Tip! If you are being fiscally sponsored, please craft your response that speaks to both your organization as well as your fiscal sponsor. Describe what your fiscal sponsorship arrangement looks like when you are describing the financial management system.
Tip! You will be asked to indicate whether your organization has completed CPA financial audits in the last three years. In this context, audits is referring to different types of financial audits such as CPA audits, audited financial statements, and single audits. If you answer yes, additional question(s) will appear. You will have an opportunity to indicate whether there have been any deficiencies, findings or ongoing concerns identified in the recent audits, describe what the identified issues are and what steps you or your organization tool to remedy them. If you answer no, no additional question will appear and you can move on to the next question.

Tip! - Some questions are conditional/hidden. You might not see them until you respond to the previous question (usually in the form of Yes/No).

Complete the fields under Financial and Key Agency Staff.

Uploads required documents.
Tip! Please be sure to upload the correct files. These documents will be used to evaluate your proposals. Failure to submit the required documents may impact your proposal's eligibility for an award.
Tip! If your organization is not required to submit an audit to enter into contracts with the City and has not completed one in recent years, please submit a letter stating that no financial audit has been performed and why.
Tip! If you are being fiscal sponsored, please submit the documents pertaining to your fiscal sponsor including **your fiscal sponsor's most recent audit and financial policies and procedures**.

Click "SUBMIT" to submit the Agency Profile page.

Click "SUBMIT" again to confirm.
Create a proposal

Click "ADD NEW PROPOSAL"

Clicking "ADD NEW PROPOSAL" creates a new proposal and takes you to Proposal Overview page. Click "Proposal Information".

Complete all required fields in Proposal Information.
Tip! Enter the name of your proposed program/project under "Proposal Name". It should be descriptive and can be something like "Immigration Services in District 6". If you are a MOHCD grantee, you are welcome to use the same name as your current Project Title.
Tip! Pick the strategy that best fit the proposed program based on the services, activities and outcomes described in the RFP.
Tip! If you have a fiscal sponsor, please provide their information on this page.

Once all the fields are completed, click "SUBMIT" to submit the Proposal Information page.

Click "SUBMIT" to confirm.

Once you successfully submit your Proposal Information, the rest of the proposal will be available.
Tip! If you need to make changes to any submitted page including Proposal Information page, click "UNLOCK".
Complete Narrative page

Click "Narrative" to work on narrative questions.

Complete all the fields by responding to the prompts.
Tip! Questions you will be asked to answer change depending on which strategy you pick. There are distinct sets of questions for Community Building and Cultural Districts. All the other strategies have the same set of questions, which is shown on this guide.

Be sure to address all the components within each prompt including any strategy specific questions (see Strategy Descriptions in the RFP document for more info)

Experience - When asked to describe your experience, please be sure to address how you meet the Additional Qualifications listed under each Strategy. (This question does not apply to proposals for Cultural Districts)
Tip! Data tables referenced in the question on Advancing Equity can be found in the Appendix of the RFP starting page 81.
Tip! When describing project budget, please provide a detailed budget narrative for each line item in your annual project budget. It should describe how those line items relate to the program or services you are proposing to deliver. Are these costs ongoing or one-time only? Describe any other funds you are expecting in support of your program. Your cost estimates should be annualized.

Once all the required fields are completed, click "SUBMIT" to submit the Narrative page.

Complete Clients & Neighborhoods page

Click "Clients & Neighborhoods" to access the page.

Complete all the required fields by providing the number of unduplicated clients you expect to serve on **an annual basis.**

Provide a breakdown of participant demographics by age group and race/ethnicity.

Select the neighborhood(s) your expected participants reside.

Provide an estimated number of unduplicated participants from each neighborhoods you previously selected.

Enter the service site(s) information

Click "ADD A SERVICE SITE" if there are more than one site.

Click "SUBMIT" once all the required fields are completed.

Click "SUBMIT" to confirm.
Complete Annual Project Budget page

Click "Annual Project Budget" to open the page.
Tip! Your annual project budget should reflect the total costs of running your program. If your program is supported by other fund sources, include those revenue sources under "Other Funding". The costs and revenues shown should be based on your annual projection for FY25-26, and not multiyear.

Select which costs to include from the list of budget items.

Once you select the budget items, complete the fields by providing information requested. Add line items as needed.

Enter the amount you are requesting from MOHCD under "Request" and expected funds from other sources should be listed under "Other Funding"

Click "SUBMIT" once all the fields are completed.

Click "SUBMIT" to confirm.
Complete Proposal Signoff page and submit your proposal

Click "Proposal Signoff".

Enter your first and last name before signing.

Provide your signature in the field provided. By signing, you will be attesting that all information in the proposal is true and factual.

Save your signature once you are done signing.

Click "SUBMIT" to submit the proposal.

Click "SUBMIT" again to confirm.

Your proposal status changes from **UNSUBMITTED** in red to **SUBMITTED** in green
Tip! If you need to make changes to any part of your proposal, you can unlock your proposal! First, you need to unlock the Proposal Signoff page. Then, unlock the page you are interested in editing. Please note once you unlock, your proposal will become unsubmitted. if you do not re-submit your proposal and/or Agency Profile by the deadline, it will remain unsubmitted and will not be considered for an award.
