Submission Process for Climate City Contracts on the NetZeroCities Portal

In order for your CCC submission to be complete the checklist has to be filled digitally in the 'CCC Checklist' tab of your City Dossier. Navigate to the [NetZeroCities Portal](https://netzerocities.app/home)

Accessing the CCC Submission Space

Click "Act" or simply hover over it.

Click "Climate City Contract Submission" **WARNING**\ **The CCC Submission space has been moved from the Climate Transition Map to the City Dossier.** To access the **Submission Space**, click the '***Climate City Contract Submission***' button.

Once in the **City Dossier**, you can find tabs for the '***CCC Submission'*** & the '***CCC Checklist'*** on the far right of the tab slider. By default, you will land in the '***CCC Submission***' tab. **PLEASE NOTE** **IN ORDER TO SUBMIT YOUR CCC, YOU ONLY NEED TO FOCUS ON THOSE 2 TABS. ALL OTHERS SHOULD NOT BE CONSIDERED.**

General Information

Once you clicked on the '***CCC Submission***' tab, you arrive on the **Submission space**. The upper part of the **Submission space** contains all information about the ***When*** and ***What*** of **Climate City Contracts** (*CCC*).

You can also access the [Portal FAQ](https://netzerocities.app/FAQ) where you will find all the information you need about CCCs in the different categories. Simply click the '***FAQ***' button from the **Submission space**.

You can manage contact points - the users that will be contacted and notified during the review phase, by clicking the '***Manage Contact Points***' link next to **Contact Point**

The system for managing contact points works with a **simple on/off button**. If you want to remove a user from the contact point list, simply toggle the button off. When it is on (*displayed in blue*), a user is set as a contact point.

The system works with an auto save mode. Once you are doing managing the contact point list, simply click the cross to close the management module. You will notice that the list of contact points will be updated.

Uploading CCC documents

You can notice below, that '***No document has been uploaded for this submission***' and the '***CCC Checklist Completion***' is at 0%. To upload your CCC Documents, simply click the '***Upload Document***' button.

**In the pop-in window for document upload, make sure the box agreeing to sharing the documents and data with the European Commission and appointed CCC Reviewers is checked.** **By default, the box should be checked. If not, make sure to check it.** **PLEASE NOTE** **Without this agreement, Reviewers will not be able to evaluate your CCC.**

**Above the Doc upload area, on the left side, you are asked for your consent.** **You can decide whether you consent to having your City named as one that successfully submitted a CCC (after Completeness Check is positive).** **PLEASE NOTE** **Without this agreement, your City will not be mentioned as having successfully submitted a CCC to the EC & NetZeroCities in any official communications.** **We strongly encourage you to choose *Yes*.**

**Above the Doc upload area, on the right side, you are asked for your consent.** **You can decide whether you consent to having parts of your CCC quoted, in the framework of NetZeroCities learning activities.** **PLEASE NOTE** **Without this agreement, NetZeroCities will not be able to use any parts of your CCC to support other Mission Cities.** **You have the possibility to answer 'Yes but only without any mention of my city's name'.** **We strongly encourage you to choose *Yes*, or *Yes but only without any mention of my city's name*.**

**PLEASE NOTE** **For each document that you upload, both dropdowns are automatically reset on 'Yes' and 'Yes'.** **This means that you can potentially choose different answers for each document that you upload.** **However, the consent only regards your CCC in its entirety and won't be tracked document by document. \ In case of discrepancies between answers provided in different documents, only the answer provided for the first document will be considered.** **THIS DOESN'T CONCERN THE PARTS OF YOUR CCC THAT ARE MARKED AS CONFIDENTIAL AND THAT WILL NOT BE SHARED**

Once you checked the boxes, click the Doc Icon to upload documents from your computer. Alternatively, you can drag and drop a document in the dashed area. **PLEASE NOTE**\ For technical security reasons, the system requires you to load **only one document per step**. You will therefore have to **repeat this operation as many times as the number of documents you need to upload**. For 5 documents, you will have to repeat the operation 5 times. Once you clicked on the icon, browse your your computer and select the file you want to upload. The system supports the upload of PDF and Word Documents.

Once uploaded, your file appears in the of submitted documents.

Repeat the operation to upload another document.

Once you have uploaded your documents, you will need to indicate which part of the CCC they correspond to. - Commitments *(mandatory)* - Action Plan *(mandatory)* - Investment Plan *(mandatory)* - Inventory *(optional)* - Other *(optional)*

To do so, simply click the corresponding box.

A tick appears to confirm your selection.

A single document can correspond to more than one part of your CCC. For example here, one document can be selected as both Commitments and Action Plan.

If you selected a box by mistake, do not worry. Simply click again on the box to unselect it.

Your action is confirmed by the disappearance of the check.

You can also remove a document from the list of submitted documents. Just click the *Trash* icon.

Confirm your action by clicking on "Delete"

If you try to submit your submission by clicking on "***Send submission***" before selecting all the required documents, a red banner will appear.

The banner informs you that in order to complete your submission you need to upload all mandatory documents: ***Commitments***, ***Action Plan*** and ***Investment Plan***.

In addition to that, you are also required to complete the CCC Checklist before being able to send your submission. A progress bar is available underneath the document upload area to indicate where you are in the process.

Just like for the mandatory documents, you will not be able to submit your CCC before completing the CCC Checklist. If you try, a banner informs you that in order to complete your submission you need to complete the Checklist first.

CCC Checklist

Go back to the top of the page, in the tab slider. The '***CCC Checklist***' tab is the one right next to '***CCC Submission***'

Click on "***CCC Checklist***" to access the digitized version of the Checklist. **REMINDER** **Completing your CCC Checklist is mandatory to submit your CCC. Without it, you will not be able to submit your CCC.**

The upper part of the '***CCC Checklist***' tab provides you with general information about the Checklist.

You can also access and download **CCC Templates & Guidances***.*

The Checklist is divided into 3 main categories, each corresponding to one of the mandatory documents of the CCC: - **Commitment document & overall coherence** - **CCC Action Plan** - **Investment Plan**

Each question of the CCC Checklist is presented as a Multiple Choice Question, with buttons to select your answer: - Some questions with only 2 choices: Yes and No - Some with 4 choices: A, B, C and D. For each question, only one answer can be selected. Choices turn light blue when you hover over them.

Once you selected an answer and clicked on it, your choice is confirmed by turning dark blue.

You can change your answer to a question, simply by clicking on another choice.

For each question of the checklist, you can **specify the name of the document and the place where the question is addressed** in your documents. Although this field is not mandatory, **we strongly recommend that you fill it in** to facilitate your CCC review as much as possible. Additionally, you can leave notes and comments on each question to expose '*How this element can be further improved?*'.

As you answer questions on your ***CCC Checklist***, the completion progress bar moves toward 100%. The Checklist is set to **auto-save**.\ This enables you to switch between tabs and even pause the process without losing your progress. **Please note**\ **The progress bar is available in the 'CCC Submission' tab only.**

Keep answering questions of your CCC Checklist until you reach 100%. **Please note**\ **The progress bar is available in the 'CCC Submission' tab only.**

Once you are done with answering to all questions of your **Checklist**, click "***CCC Submission***"

If the CCC Checklist Completion bar indicates **100%**, it means that you answered all questions of the Checklist and are **ready to submit**. **If the progress bar indicates anything else than 100%, you have missed question(s) and need to go back to the "CCC Checklist" tab to answer the missed question(s)**.

Underneath, you will find a section where you can indicate ***Any other information you would like to make us aware of***. You have to indicate **a contact for the City's Mayor** *(First name, Last name and email address)*. It can be **the mayor himself, or one of its deputies**.

Then, you need to indicate a **contact for the Mayor's office** and an **Operational contact**. For both you need to indicate: - First name - Last name - Role / Position - Email address If you have more than 2 contacts to provide, please use the dedicated text area below (above the 'Send Submission' button).

Indicate the **City Postal address** and **phone number to contact** for postal delivery purposes only. **DON'T FORGET TO USE THE CORRECT COUNTRY CODE BY CLICKING ON THE FLAG.**

Currently, Cities have three GHG Emissions Inventory options available to them: - MyCov - CDP-ICLEI - Self-upload As more and more Cities are turning to the self-upload, it became apparent to us that we needed more information on why Cities are using the self-upload function. Consequently, if you uploaded a file marked as *Inventory*, we ask you to indicate the reason that led you to opt for this option by ticking the corresponding box among the following: - ***We have a different national reporting framework (Please elaborate)*** - ***The specific geographical boundary for our CCC reporting does not correspond to the MyCovenant or CDP-ICLEI city boundary definition (Please elaborate)*** - ***Other reason (Please elaborate)***

Once you ticked the corresponding box, please use the text area below to elaborate on your answer. **If, by any chance, you used one of the two other options at your disposal (i.e. MyCov or CDP-ICLEI), we kindly ask you to tick the 'Other reason' box and state in the text area the option you chose and why you chose it.**

If you try to submit without filling the contact information or ticking a box related to your GHG Emissions Inventory options, a red banner stating that '***You must fill in all contact information to complete your submission***' will appear, and you will not be able to submit before completing the necessary fields.

The field(s) missing, or not properly filled, will appear highlighted in red.

Above the 'Send Submission' button, a space is available for you to share any additional information about your submission and documents, that we need to be aware of. For example, if you wish to provide more than 2 contacts in the Mayor's office, you can use this area to do so.

Once you are done, and ready to submit, click "***Send submission***" **Please note**\ **To click on the 'Send Submission' button, you must have:** - **uploaded at least one document** - *a single document can contain your entire CCC* - **indicated at least one document corresponding to each of the 3 mandatory parts of the CCC**: ***Commitments***, ***Action Plan*** and ***Investment plan*** - *a single document can be marked as the 3 mandatory parts of your CCC* - **completed your digital checklist** - *in the "**CCC Checklist**" tab.* - Indicated **contact information** for the **Mayor**, the **Mayor's office, and postal address**. - Indicated the **reason you chose the self-upload** option and **elaborate on them in the text field below**.

Once you clicked on the "***Send submission***" button, a pop-in appears asking for confirmation. **WARNING.\ CONFIRMATION IS FINAL. ONCE YOUR CCC IS SUBMITTED, YOU WILL NOT BE ABLE TO MAKE ANY CHANGES TO YOUR SUBMISSION, DOCUMENT, OR RESPONSE TO A CHECKLIST QUESTION.** **THEREFORE, WE STRONGLY ENCOURAGE YOU TO MAKE SURE THAT EVERYTHING IS IN ORDER AND READY FOR SUBMISSION BEFORE YOU CONFIRM IT?** To confirm, simply click "***Send***"

A message confirming submission appears on your screen.

You can close the pop-in by using the cross on top right of the pop-in.

🎉 🎉 **CONGRATULATIONS** 🎉🎉 **You successfully submitted your Climate City Contract.** Additionally, your 'Submission Status' went from '*Waiting submission*' to '*Submitted*' and is confirmed by the filled green sticker. You cannot change anything to your submission anymore.

You are now done and can go back to the public space of the portal and let the NetZeroCommunity know that your successfully submitted your CCC. **END OF TUTORIAL**
